3dsmax2019 Selection lock issue

Perhaps it has been this way on previous versions of max, but why is the Space-bar mapped to 2 different operations?!

More importantly, how can I change/fix this?

Symptom: Sometimes when I press Space-bar to lock selection, it works fine. Other times, it does not lock selection, but instead enters into sub-object level on the selected object.
I can't seem to find where the "enter sub-object" setting is located in Max. It seems to happen completely randomly. This behavior, for me, is totally useless, and it installed this way by default.
What am I missing? Thanks in advance!

Have you tried assigning 'selection lock toggle' to the space bar in the cui? 2020.1 changed the behavior of the space bar hotkey, bringing up a quad menu, but what you describe never happened to me in 2019.

No, this was on a fresh default install of 2019...Thanks I will see if that may help. I looked once and it was assigned to the space bar already.
