Does anyone know how to convert these elevations splines (imported DWG) to a polymesh?

Get them into Max and add a 'terrain' compound object. It 'should' be as simple as that.
Here is a helpful video showing the A'cad export process, which will make it a bit easier

Can be helpful to use normalize spline modifier before converting to terrain object.
also can be helpful, after converting to terrain object then apply retopology modifier.mark f.
