I'm looking into creating interactive videos with pre-rendered content. Similar to a DVD menu kind of, where you have a menu with a background video, then some chapters (might have a bit more functionalities, where you can go from "scene" to "scene" with some options and hotspots). I was looking into Unreal Engine first, but I don't think there's time or budget for creating this from scratch in UE5. There's no content yet, and it still needs to be made so I'm still quite flexibel. It's more like an intro movie with a voice-over. And then afterwards some chapters maybe zooming in on a few things.
I googled some software but nothing really looked interesting. Does anyone have any experience and can recommend me something?
