Well I work with 3ds Max 2023 and 2024 on a daily basis and haven't noticed a big difference in performance.
This is a Chaos Cosmos model in 2023:
This is the same Chaos Cosmos model in 2024:
Probably something in you setup or scene is causing a slow down but I have to focus on V-Ray issues.
