          Had same problem

I had the same problem a couple of weeks ago. There is no real solution. Even if you export the 3ds objects into 7 from 8 the controllers get all screwed up. My post sparked a whole host of replies, people pissed at discreet for things being so damn difficult.
Sorry for you trouble I know your pain.

there are ways to export some information from max8 to max7:

            vray settings:
vray preset manager (script by marc lorenz)
            http://plugins.angstraum.at/vraypm/index.htm
save the settings as a preset, reload them in max7
last time i used it was on vray 1.09
don't know if it still works but at least you get the most important things over

            geometry:
            bobo's BFF script
            http://www.scriptspot.com/bobo/darkmoon/bff/
worked for me on a fairly large scene (max6-->max5)
            or
            fbx (filmbox)
or obj (try a search for habware and obj2max / max2obj if max7 has no native obj im/exporter - the native max8 version is the same btw)

standard max lights can be transferred - at least when using BFF and fbx
if you use vray lights, remember (write down) their settings and put a helper/dummy object on their position to make recreating them easier
