remove motionblur

I search a software to remove motionblur... I have seen one on net, but I've lost it.

Reelsmart motionblur can do it but I'm not sure how effectively - it sits inside of shake and after effects.

...but what I am searching is new on the market. I don't know if it's a plugin or a standalone software... hm, I hate it to loose sites.

The only place I've seen this was in a Siggraph 2006 paper.
