That starts out as a 3d scene done in a "blueprint" style that wipes to a matching live action scene. 1st scene is a busy street scene and the second is a move into an office space, both done in the same style. Probably airing in the US only but I am not sure of that.

I would like to use it for reference but can't remember what brand it is for. If anyone knows what it is I'd be forever gratefull.

Nope, it is more like a "blueprint" skin being peeled off, like if http://www.cyberbee.com/henrybuilds/.../blueprint.jpg were to reveal a matching wood structure underneath.
