motion blur

Anyone have any good tutorials for doing post motion blur. I know nothing about it and would like to attempt it in my next animation. Can this be done in Adobe Premiere or is it something more for After Effects? Thanks.

look for motion vectors, la-maison shader, RSMB, RPF vector blur. Primere cant do any post blur. For any other packedge you need a plugin.
