why do backburner sometime assign new blocks of more than 1? the project i'm on now, one machine got assigned 32 block.. (if this was i.e 40 frames, the rest of the renderfarm would just stopped after a while,and wouldn't have anything to render..)

that's not a failure, but expected behaviour. In some (or many depending on the type of work you do) assigning Blocks of tasks results in faster rendertimes because the scene has to be loaded only once and max has to be started only once for the block.
You can override it when sending the job from max, or turn it off completely in the manager.
