    there is a special software that does that effect.
    you give it an input picture and a library of source images.
    its called Mosaic Creator.

      those images are pieces created by Chris Jordan. the prints are photos that are typically large format so from a distance you see the overall image, but close up you see all the details that make them up. they are very interesting, however i am nto sure of the process he used to create them nor have i seen his work in person.

      click the "running the number" section. and the print that they are looking at is the prison uniforms to give you an idea of how big they are in the gallery.

      i first learned of him on a podcast, but i can't remember which t was. if you do a google search for his name + poodcast there are several interviews with him posted. i think he might work with really large photoshop files that are assembled by hand, but i can't remember for sure.
