There's various ways. one beeing Realflow. Or Glu3d or alike. Or plain fake it with a deent PFlow setup.

Image/render of a razor. Then some nice post production work in Photoshop.

Realflow could definitely do the majority of it. The separate beads would be better to be modeled though. That stuff is hard to control in RF in my (limited) experience.

I wouldnt bother with realflow. If you break down the image into its components you will get better results. 2 meshes go to make up the water tubes above and below. Another displaced mesh that runs over the blades...and then particles to add small droplets that stick to the surface...maybe even some larger modelled droplets of water.

Animating it would be a different matter though !

Ended up modeling it, with some post work in photoshop and it looks ok I think. Not allowed to show the result though...
