Photoshop Stuttering / Sticking

Photoshop has recently started to stutter (where it didn't before) by that I mean that when panning about an image, it will stick and pause then release. Also, when I am drawing with the wacom, the cursor will very often disappear momentarily and then pop back when it feels necessary.

I have had the same problems with weak machines and with slow machines which are trying to handle large files but, in this instance the machine is more than powerful and I have already used photoshop for some time with no problems - until recently.

Does anyone have any ideas ?

The problem started before christmas so, I wiped the machine and reinstalled all the software but it still persists. Nothing else comes to mind that might have caused it.

could be a graphic card driver problem.
do you have the latest drivers for it?

check your system error log - could be hard drive error only noticeable when big chunks are being read and written
