viewport issue

I'm trying to do a railway track model in 3ds max 2009. the total distance is about 9 km.
The problem is, i can't zoom full model in top, left , right and back viewport. But i have no problem in perspective viewport to zoom. The maximum i can go is 2km

How to overcome this matter.

I recently had a similar issue with terrain of about 15km. All I did was changed the system units and then it was fine. I can't remember if I had to re-import my models or not.
