Moving Spline Tangents

Is there any way to accurately move spline tangents? From what I can tell you can't use number input or snaps on them... It's annoying me!

Try selecting a vertex and using the Rotate and Scale Transformations. Now your transformations can be measured by normal means, such as the Transform Type-In area of the Status Bar. Perhaps not a complete solution, but it may help you.
