      Not surprising. I used to work in Taiwan as a teacher. One day you'd see a coffee shop. The very next it would be gone. And next to that a new one would magically appear.

      Although there are standards, a lot is accomplished with the proper bribe and working through Guanxi - relationships. Want a new business there? Borrow money from relatives and pad the right pocket - your building will go up.

      It's quick and efficient, but not without the downside.

        It's nowhere near as efficient as you might think. In any given venture there's usually more than 1 person involved, each with their own conflicting interests and stakes (use my supplier so he'll pay me a cut). This leads to an overly complicated and drawn out process that ultimately costs far more money than was originally set out to save by using these shortcuts.
