This issue seems to be solved. It was not related with XRefs:

Have become really annoyed with forest pro.We work in a large team and have several licenses.I open a scene file to change anything in the scene i.e. not the forest itself, and if there is a forest in the scene or in an xref connected to the file it calls for a license.

      This is crap.

Most good plugins only call for a license when you make a change to the object that the plugin generates and therefore those not become a bottleneck.

Yea Extremely irritating....doesn't seem like an priority issue for them aswell. Xrefs shouldn't be taking up a license

I agree...I stopped usind floating license on a network server, instead I'm using localhost now.
It works better that way. The only problem is that I'm not keeping the same workstation for too long, I'll be scratching at the 5-times-activation counter soon.

Dont worry, you can contact itoosoft and they will raise your activation counter.
