I'd make one spline for each section, move the pivot point for those splines into the horizontal middle of the model, then shift rotate it to make loads of copies to fill it out. If you attach those splines into one object, you can easily select all the vertices on the end tips, turn on soft select and stick on a noise modifier so you get some randomness. Make them renderable splines, stick on a shell mod and a glass material then you're set!
