Incorporate "Render Theory" into "General" section

I hardly ever visit or post in "Render Theory", as do most others it seems. I feel it's pointless posting there, as you hardly ever get answer from there, people dont even read it. I think it will make sense to remove this section, and people just post what they would have there, rather into "General" or even "Off-Topic". I'm sure you'll get much more hits on your posts that way.
