Do you mean the actual Tekken characters of the games? If they are available from any other source than the owners of the games (and its content) then I'd be very surprised because it would be a copyright/trademark violation
Ah yeah, I see there might be some free models available somewhere. But you said to buy them and that is where the copyright/trademark violation comes in Nobody other than the legal owner is allowed to sell them. Even freely sharing them is a slippery slope. It's more that the legal owners often condone the free distribution of their characters (it's kind of free advertising I suppose), rather than that it is legally allowed. Reproduction is usually prohibited, in any form or using any method.
Also, if you are going to use them in commercial works then you'd be in trouble. If it's for personal work then there's less of a problem.
Anyway, I'm just saying, since I don't know for what purpose you wanted to use the models. Trying to help, to make sure you know

I remember seeing a tool around which could take a 3d screenshot of any direct x game and export a model of all the geometry loaded in memory. Never got the chance to try it and for the life of me cannot find it on google.
