Servers stay idle

Hi. I've just installed Windows Server 2003 on a PC that should just manage (with Backburner Manager) the other servers of the render farm.
All seem to work, but the jobs in the queue stay 'Not started' and the related servers stay 'Idle'.
Don't understand... Does somebody got the same problem?

I removed Windows server and installed windows XP, but
NOTHING CHANGE!!!
The manager work, the others srevers are registered in the queue,
but EVERY WORK REMAIN 'NOT STARTED'...
I' can't understand Why!!!

...maybe... the only difference from this PC and the others is that this one is a INTEL CELERON... could be this?

Please help!
