paper animation using 3dsmax cloth mod

Has anyone tried to simulate thin paper curling upwards in the wind using the max cloth simulator ? Ive tried a number of values to stiffen up the object but I cant seem to get it to work.

Maybe a dumb one but maybe a bend mod with the amount linked to a noise controller?
