Importance Sampling Techniques for Path Tracing in Participating Media
Yep, there was a lot of stuff about that at last year's Siggraph as well - in particular, there was a Pixar paper that described a similar method to place important samples near lights. I hope we'll get to some of that for VRayEnvironmentFog.
EDIT: A similar approach is in fact used in the 3ds Max SDK to sample lights for its own volume effects.
