Neat Image v7 Pro plug-in for Photoshop, is it worth it? It's $85, for the pro, which supports 32bit. I have Google's denoise and the tone mapping plugin, which has a denoise function (I forget the name right now), but was wondering if this is better.

I've tried a few of them. I have Arion FX which is decent for fireflies but not so good at regular noise. I think the Google one you're talking about is the FX pro suite maybe? (Color Efex, HDR Efex, Silver Efex, etc.) It's also pretty good, the recipe system makes batch processing a cinch.

Gotta say though, the best denoiser so far for me is good ol' magic bullet in AE.

Fusion has a denoiser also (and if your res don't go higher than 4K, then you can get it for free)
      Kind Regards,
