just my two cents:
i am running a viz-studio in berlin, germany.
we move price-wise in the upper 25%-10% according to this survey, which i find reflects a lot what people in (mainland)europe get.
there is just one thing to say: living expenses.
e.g. the rent you pay for an apartment in NYC or London, even in not fancy districts is at a level you can support a
family from for two months in big parts of europe, even in Germany.
German median income per month is $2000. You get a single room flat in harlem for that, london is not better.
long story short: price levels in general are reflected in these numbers, not only viz-prices.
I know there is this local-effect because of which you have to be in the city to get a job commissioned,
be it NY, London or Berlin. But the money you get is spend in same parts for office space (we pay 5$ per sqm, try to get that in manhattan!)
and staff.
that being said, even a western europe office can spend 2 weeks on an image for $2500 without making a loss.
