Off the top of my head, have you tried it with nothing selected in the viewport?

Might seem stupid but have you tried left clicking on the layer first, then right clicking?

It seems like I now have to have the layer expanded for it to work.

In my case you just need to select the layer name (not necessarily expand) and then right click.

Not me, but not a big deal for now. They are talking 2017, so I can wait a month.
