Can you monitor your video cards RAM usage? I have an 8GB card and I would like to see how much RAM my 4K monitor is eating. Also, if a scene is taking up, let's say, 12GB of RAM, does VRAM need the same amount?

You can use any of the GPU monitoring tools - msi afterburner, evga precision, etc. RT GPU also reports in the VFB and in the log how much memory it uses for textures, lights, geometry, etc. The connection between how much memory V-Ray needs when rendering in CPU vs GPU is not one to one, but it should be somewhat close.
