I work at a lighting manufacturing company and have been using the Mental Ray Light meter for a few years now and I am now using the V-Ray Light meter since NVIDIA is no longer supporting Mental Ray and 3ds Max 2019 does not provide with Mental Ray so I am using the new V-Ray NEXT engine. I see that V-Ray calculates in Lux. Is there any way to change the calculations to read in Foot Candles? I have changed my units to American for lighting units but this did not change the light meter calculations. Could there possible be a script for it?

The lighting analysis render element will do both for you, I'm sure it wouldn't be a huge thing to add to the light meter helper too. I normally use a lux meter for reference readings but I'm sure you're getting supplied values from production instead, seems like it's roughly 10 lux to one candela in the interim!

I map a lot of church buildings that I model and I usually give the clients the plan view showing the calculations from the reading plane level. I don't often use the render element side of the light meter unless they ask for a render. I don't mind the Lux values it just most everyone we give these photo-metric analysis to don't know about Lux so we try to keep it simple for the clients. I hope this is something they can add quickly.
