I was going through the documentation concerning foam and it seems 3dsMax has a PhoenixFoamTex, but Maya does not? What would the basic workflow be for immediately creating a foam pattern on top of an ocean surface without needing any run-up for simulation? This bit of knowledge for me would solve dozens of current RnD problems.

PhoenixFoamTex for Phoenix FD for Maya?

Yup, foam tex for Maya is not implemented yet - it's high in the TO-DO list though. You could emit foam from a Source in Volume Brush mode though - you gotta make sure Foam simulation is enabled in the simulator and you can use a texture mask in the Source to limit the foam birth to a zone and add a noise pattern. Do you have a calm liquid or a stormy/tidal wave kind of sim? If it's the latter, then you would need more work to map the foam emission near the liquid surface in case it has a complex shape...Svetlin Nikolov, Ex Phoenix team lead
