Same here; I rebooted the PC, and everything is good.

I have rebooted more time,it doesn't take effect,it can't connect chaos license server

You will need a Phoenix build with support for V-Ray 7 - you can get one from the nightly builds here - https://nightlies.chaos.com/main#/phoenix5max/nightly
