Turns out users can't create polls; only moderators, admins, etc.

That's just in this topic, right? I think I can create a poll in the 3ds max forums - I can set it up but don't want to actually post a bogus poll just to test it.

Seemed to work just fine, poll. I wasn't able to post it in the "Chaos Common" group though. As for it only being for new topics, that seems to make sense and by design.

Since the forum is old as time, you must have had permissions that stayed. The policy for new users at the moment is not to permit the creation of polls.

piotrus3333 I've made the following request to the ITs: Senior users, who are helpful to the community and would like to conduct research, should be able to create Polls if they ask for it. I'll keep you in touch when there is movement on the matter.

I wonder what other super powers I might that I'm not aware of? As for the permissions, it appears it's linked to the age of the forum groups as well since I can post polls in the what I think are older groups like Max and Maya but not newer ones like Phoenix, Revit, etc.
