Just in case anybody's interested
I gave up on the GI and used the additional lights feature, and also used a plane light in front, set up to be portal and with 24 subdivs, used that to create a fire pass.
Made my cell size 0.5, changed step size to 10. Took a while to simulate 260 frames.
I did a single-frame test comp. The fire pass worked with the main pass very well.

edit: Oh BTW I used a material ID in the source so the logs wouldn't be totally engulfed in flame. It seems to work very well.
