unwanted light effect appear!!!!!!

damn i need the solution fast can someone point me how to turn off these effect on the water ripple, its really annoy me

Have you tried unchecking Affect Specular for the lights?

it is so hard to achieve a good desireable lighting in a night scene with a large polys model, i have to render the building part by part and then merge it with ps.....sigh....... im so tired already.
