Specular glow?

I am trying to give off a glow such as this one posted in the forum,

the user said he "added a specular glow to the image based off of the lighting channel", anyone know what this means and how i can achieve this?

That effect was made in Photoshop. We can't add glow directly in V-Ray. This way how I create glow in PS.
