For a night render it's better to use a night HDRI for the illumination and use the other V-Ray light (IES light, rectangular light and omni light) to add artificial light to your scene.
Here is one nice night HDRI that you can use.

This is an example of what you can do. It's for 3DS MAx, but you can apply the same concept into Sketchup.

Here is the scene file that I made for you. It's a very simple render. I use an HDRI on the GI Color and on the BG color. Exposure is off on the physical camera and I also added some IES light and omni light on the garden lamps.
I hope this scene can give you an idea how setup a night render.
