Frosted glass issues

Guys, I'm having problems with (what I though would be) a simple material to create.
However, I can't get it right. I'm trying to make frosted glass from scratch without the desired results.
I'm attaching an image of what I'm trying to achieve. A vismat would be most appreciated but hints and tips are welcome of course. Thanks so much guys.

Yeah I had issues with that before too. The tip that helped me was from one of Fernando's posts. Reduce the glossiness of the refraction layer to less than 1.0 to adjust to the desired amount of blur. I'll see if I can dig up some examples later.
