Even if you move the light down to almost touch the floor it is only going to illuminate a small area. The underlying problem is that the power of your ies light is not enough to illuminate a room the size of your 'feet' scene by itself. It is more than enough to illuminate the small 'millimeter' scene, however.
IES lights are physically correct. If I light a dollhouse with a small desk lamp, it will work, if I try to then light an entire warehouse with that same lamp it is not going to work. 100mm is not equal to 100ft
