I am not sure if I stumbled upon a bug or limitation, but wavelet resimulation does not seem to respect clear inside object property. I had a problem of smoke streaks from tires penetrating car body collision mesh, so I enabled clear inside, and it worked nicely, but as soon as I enable resimulation, it creates those streaks again.
