Discharge modifiers are a kind of graphical way to control discharge based on certain conditions. On the vertical axis, they are limited from 0 to 1 which is a multiplier for how much the modifier will take effect over the parameter. On the horizontal axis are the units which would tell when the modifier will take effect. For example: In your case, you have moving objects and you want them to emit only when they reach certain speed, so firstly you need to export Velocity and/or Speed grid channel from Output roll-out which the modifier needs. Then go to the Source and add a discharge modifier to the Smoke channel which specifies the density of the smoke. This value is usually between 0 and 1, but it can be set greater than 1 if you wish your smoke to look thick and heavy even after traveling some distance. Then select what you want to control the density of the smoke - in your case this is the Velocity. Set Modify Smoke by Speed or Velocity (If you select by Velocity and want more that one axis to get affected you'll need to add another modifier). The curve should begin at 0 at Y axis and you can move it along X depending on that how fast objects are moving and on what moment you want the smoke the become visible. Moving the point right along the X axis means that more Velocity is needed to see the smoke, so if you have slow moving object and low velocities there will be no visible smoke emission.
