Below is a link to my talk at Siggraph from a couple of weeks ago. V-Ray Next changes radically the way that V-Ray works under the hood by introducing the "consistent lighting elements" option and enabling it by default. In my Siggraph 2019 talk I try to explain briefly what this option does. This is a major architectural change in the renderer and even though it caused us some pain to make sure that everything continues to work correctly in all situations, I felt that we had to do it because it paves the way for some interesting sampling optimizations in the future.
There is also stuff about out-of-core and OSL support for V-Ray GPU and others.
