Looking to mimic this material

hi all,
any pointers in making this type of material, I want to get a similar effect on a funky sea coral image i have to do,

i am thinking along the lines of comping a VRdirt with VRlight?

It looks like a self-illuminated material with a falloff map in the opacity slot.
