Depending on how close you'd need to get I'd just sandwich a plane with a vraylightmtl inside of a box with acrylic material.
Those things work by light coming from (in this case) below and then scattering off roughed up / glossy areas in the acrylic, but to set that up working physically correct in 3D would be overkill for most if not all cases.Last edited by Rens; 03-05-2017, 10:53 PM.

Yeah no that works pretty well! Some variation in the light intensity and a box or similar to sell the idea of a hidden light will help. Also having just an acrylic VRayMtl and then putting that map in the selfillum slot should probably do the trick as well. : )

You can also use a VrayOverrideMtl to control how the reflection looks. If you look at your reference the reflections seem to have a less 'exposed' blue.
