I assume the HDRI is set to Spherical mapping in the Bitmap texture? If this is the case, you can control the image vertically through the Bitmap's Texture Placement's > "Rotate V" parameter as well as " Repeat U/V" and "Offset U/V". Keep in mind negative values can be used as well. If you decide to turn off vertical tiling ("Tile U/V" parameter), the color appearing in the empty texture area is controlled through the Bitmap texture's "Parameters > Color Manipulation > Default Color".
