You can connect noise node to environment node or mix noise and sky node and then to environment node.

You can use fog and fog gizmo nodes to create clouds, based on object geometry. Or use image planes and source image is cloud or full of clouds. And the most versatile ofcourse is to use Background render pass and postpro clouds there, sky images/photos, without rerendering.
