just use HDRShop , there you can export the actual picture (with actual exposure) to Photoshop, paint it, and save it back into the HDR. So simply paint a bright spot and you have a light.

Maybe I don't understand how HDRShop compiles the multiple exposures ( I've only created one HDRI so far). If I edit one of those "actual images" will it somehow propagate the light I paint into the other exposure levels or will I have to paint each exposure level?
I know that someone posted a tutorial on this exact thing in the past but I guess I should do a search
