Mesh light is not the best option for that; simply use an area light in "simple portal" mode slightly bigger then window.
This "circles" mean low GI settings.
You could share the scene and I'll show you the setup.

Thanks for this test file. I wanted to see how the portals work in the latest version of Vray, and this model was useful to test out how the different options are handled. I made some modifications to the file to go with the current Vray settings ("Color Mapping Only" for output).

It was also good to get a refresher on what affects what. For example, use "simple portal" when only the background environment is lighting the scene, and use regular portal for when a domelight or similar is lighting the scene. VRayLight-Parameters-OptionsRollout

It was helpful to see how much of a difference having the portal enabled makes on render times. I also finally got it figured out how to best combine environment lighting with background image and reflections. Basically, set up with environment lighting and simple portal, then add a domelight for reflections/ background image. For the domelight, leave "invisible" unchecked, and uncheck "Affect diffuse." Then you can reduce the intensity until you have the right level of background reflections.
