What would be the best - if any way - to animate some of the plants from the Cosmos library in Maya?

Hi, thanks for posting. Cosmos models are regular V-Ray proxies. Any good way to animate models of vegetation that was exported to V-Ray proxy is a good way to animate Cosmos greenery. Import them as meshes in an empty scene and start from there.
