Cosmos not starting every log on

Good morning.
Since the " well publicized Update of the License server"...... I have had issues with Cosmos not starting up and materials not loading.
What has changed?

Everytime you restart your machine, the licence server is not on. it used to be so I don't know what has happened but this is the issue.
Simple as.
