I'm not sure what to say about this. Not really an error code the page just won't load.

Hi melody_campbell,

The screen above means that the Chaos Cosmos service (which is installed with V-Ray) is not started.
You try starting it via the windows start menu, by typing "Start Chaos Cosmos Browser".
