If I get a second GPU will it utilize the total ram from both cards, or only one when doing a high quality render, or just moving around in the viewport?

The scene has to fit in each GPU's VRAM.
Sharing of GPU RAM is not possible at the moment in Vantage.

In general, such sharing reduces performance.
Only NVLink makes this performance loss somewhat bearable, but it's not available for all GPUs.

Any recommendations to reduce ram usage while rendering HQ, such as disabling second screen, etc?

Lowering the resolution you are rendering to is the only way to reduce the RAM usage.
We will be making some improvements there.
