i currently have a 2080 ti with 11gb ram ..... am i over simplifying to say if i get a 3090 with 24gb ill be able to render higher res images straight from vantage without risking crashes ?

We can't guarantee you won't run out of memory, because some people manage to do that even with 24GB but yes, it would be much better than 11GB. Are you interested in huge resolutions like for print, not just 4K? Because there are some limitations.
